Agency for services and payment, and EU funds


The agency for services and payment contributes to implementing efficiently various public policies. A large panel of these activities is linked to European policies, namely the Common Agriculture and the Cohesion policies. The ASP is the largest CAP Paying Agency in the EU, implementing both direct payments and rural development funds (EAGF and EAFRD).
 

CAP management as the first activity of the agency

ASP is the accredited French Paying Agency in charge of controlling, paying direct payments and implementing 27 Mainland and 5 outermost Rural Development Programmes. ASP hosts the Coordinating Body collecting information aiming at harmonizing activities of the 4 French CAP Paying Agencies.

Control

The ASP performs administrative controls and on the spot checks for direct payments and control the delegated tasks for Rural Development programmes (Project Approval and Authorization of payment). 20 % of the ASP staff is dedicated to this activity. Yearly, these agents perform yearly 60 000 inspections, mainly related to CAP supports.
 

Cohesion and Fishery funds management

Control

Due to its experience in CAP’s project control, the ASP performs on a contract basis administrative controls of projects financed by ERDF and ESF.
 

EMFF Certifying Authority
The ASP draws up and submits to the Commission payment applications, certifying their completeness, accuracy and veracity with European Union and national rules.

 

IT engineering

The ASP has developed the software used  for CAP management funds:

Isis: IACS software for managing/controlling CAP  direct  payments and RD area-related measure.

Osiris : software to ensure the project management of Rural Development funds.

Synergy: software for shared management of structural funds.

 

Technical Assistance and Network management

The ASP has more than 20 years’ experience in delivering technical assistance activities aiming at supporting Managing Authorities to implement their programme in the field of monitoring, evaluation, communication and IT management software. In 2014 the Agency has managed the implementation of EU TA projects aiming at drafting the Mayotte RDP (French outermost region) and supporting the EMFF Managing Authority to design its Local Development policies (CLLD approaches for coastal areas).
 

Rural Development Network

The ASP has been historically involved in networking activities since the launching of Leader  activities in 1991. In 2014-2020, the ASP will support the implementation of activities under the National Programme for Rural Development Network under the responsibility of the Ministry of Agriculture.
