International          

L'Agence de services et de paiement (ASP) is a French public institution responsible for the implementation of national and European public policies : instruction, payment, inspections, technical assistance, monitoring, evaluation and administrative engineering.

For over 40 years, ASP was in charge of operational implementation of various public schemes of public assistance in very different areas agricultural and rural policies, social cohesion policy, most recently ASP ensured the implementation of measures for sustainable development (management of subsidies for the purchase of cars environmentally friendly, social aid and management of fisheries crises support (domestic crises aids, European fishery fund...)

 

At the international level, the ASP has more than 15 years of experience in assembling and/or participation to institutional
cooperation projects
with ministries or public agencies of different countries, particularly in the context of the enlargement of the European Union.

The ASP ensures the design, implementation and evaluation of public policies primarily in the areas
of agriculture, rural development and land tenure security at national and decentralized level.

The experts from ASP mobilized abroad are involved in the drawing-up and management of public aid schemes.

Areas of expertise:
- European Community regulations (Common Agricultural Policy: EAGF, EAFRD, EFF and the management of EU structural funds)
- Administrative and financing engineering
- Development of procedures for the management of aids and their controls
- Design and development of IT systems security for the payment and inspection of aids (Web softwares and Geographical Information System)
- Management of local development operations in rural areas
- Land security and planning operations

New member states of the European Union: Poland, Romania, Czech Republic, Hungary, Slovenia, Slovakia, Northern part of Cyprus

Candidate countries for the accession to European Union : Croatia, Montenegro

Countries at the neighbourhood of the European Union: Russia, Algeria, Morocco

Third countries: Madagascar, Haiti

The ASP operates internationally in the framework of the influence policy of the French government, either through bilateral actions or
or multilateral programs.

The ASP can participate to public institutional projects or international tenders.

The ASP is a founding member of the GIP ADECIA, French network of public experts in agriculture and rural development sectors.
